Service has been restored. See below for details regarding the cause of this outage:
Caused by a mis-configuration of the e-biz custom apps outage pages and redirects for the COA cutover.
Affected apps include Clinical Experience Management System, OCEAN (partial outage), Admin Senate Selections, Center for Teaching & Learning. There was a separate issue that caused performance problems for Textbook, CERT, Transcripts Gateway that is also resolved.
